ACEH COOPERATION COMMUNIQUE
1. Relevant institutions in the European Union and in the area around Aceh Sumatra,
working together in the Aceh Cooperation projects, will strengthen their cooperation to form
the Aceh Cooperation Agency (ACA).
2. Quality cooperation increases trust and facilitates delegation mobility. Joint efforts in quality
cooperation should be made the core issue for the ACA. The recognition of our institutions elsewhere
in Europe and globally will strongly depend on reciprocity of joint initiatives.
3. Quality cooperation must be based upon a bottom-up approach: joint initiatives by the
institutions/companies themselves. Aceh Week Conferences should be encouraged to make recommendations
on joint approaches and good practices. The Aceh Sumatra Cooperation Area must draw on international
expertise.
4. Developing regional cooperation in Aceh Sumatra must build on existing mechanisms,involving
the expertise of the MAFEX/University of Marburg and take place in the framework of the ACA.
5. Mobility of government staff, NGO activist, businessmen, and academic staff within the region
greatly contributes to the reconstruction of the New Aceh Sumatra. It must therefore be encouraged
and facilitated and should be supported by the ACA.
6. The Conference devised recommendations to its member institutions to promote mobility
and internationalisation in the region.

RECOMMENDATIONS OF THE FIRST ACA-MEETING ON "MOBILITY AND INTERNATIONALISATION"
A. To promote international exchange of academicians, artists, businessmen and government officials:
1. A well functioning cooperation within the region shall provide the best platform for creating the new
Aceh.
2. Cooperation programmes should be organised so as to promote creative ideas of cooperation in diaspora.
3. An international training should carry weight in the promotion of a comparative strategy to rebuild Aceh.
B. To increase the extent of international delegation exchange:
1. Recognising that cooperation mobility between the representative staffs in the region is low,
the institutions in the entire region should promote measures that increase the mobility of cooperations
in general and Aceh representatives in particular.
2. Every effort should be made to make it economically feasible for Aceh representatives to perform
in the First/Second World.
C. To promote other means of internationalisation of multi-cooperation:
1. International co-operation between visiting fellows and the host facility should be enhanced.
2. International interaction between creative persons, in particular between European and Aceh Sumatra
delegations by MAFEX should be strengthened. 3. Internationalisation of the content of studies with special concern for Aceh Sumatra, should be promoted.
Relevant projects/events/conferences in interdisciplinary modules should be organised to allow
visiting delegations. 4. Use of international video audio and Computer conferencing, so called "virtual mobility" should
be increased; Use of global networks of Aceh Sumatra for preparing a standard "Encyclopedia Achinica" and
a standard Aceh classical Literature/Dictionary.
5. International Aceh Week in Europe/Germany and other shorter cultural/commercial events should be arranged.
